Purpose of Role: Manages the Company’s expatriate programs, policies and all processes associated with international relocations and repatriations.
Key Areas of Responsibility & Duties
1. Manages the expatriate programs and policies of the
company
a) Ensures consistent interpretation and application of
policies
b) Develops additional policies, procedures and processes as
required
c) Develops and maintains a current inventory of all expatriate
costs (past and more recent offers)
d) Evaluates operational efficiency of current
policies/programs/practices and recommends improvements
required
e) Constantly monitors expatriate best practices in mining and the
broader marketplace
2. Manages relocations of International Assignees
a) Prepares international assignment offers in conjunction with
Corporate/Regional HR and Hiring Managers
b) Provides clarification (managers/assignees/Regional HR) of offer
components/calculations and benefits available under the
International Assignment Policy
c) Manages the end-to-end relocation process for International
Assignees coordinating all aspects between internal departments and
sites, and with external providers. Includes: relocation, payroll,
tax, immigration advice, health & dental benefits, and other
benefits under the International Assignment Policy.
d) Provides ongoing support to International Assignees and their
families throughout the relocation process
3. Acts as first point of contact for International Assignees
and coordinates various matters related to their expatriate
status.
a) Maintains ongoing relationships with Assignees throughout the
assignment, promptly responds to questions and provides guidance on
ongoing matters - e.g. compensation, benefits, taxation and
immigration and repatriation issues.
b) Monitors immigration status for all Assignees globally and
"inpats" to Canada, ensuring appropriate work visas and other legal
documents are in place and maintained.
c) Communicates with external providers on any changes or issues
relating to benefits, compensation, taxation, immigration,
etc.
d) Manages the annual tax preparation process.
e) Determines cost / quality of living allowances, using data /
systems provided by a third party. Monitors and communicates
changes to these allowances to affected parties.
f) Provides summary reports and information as required to manage
these programs
4. Monitors external providers
a) Liaises with external service providers
(relocation/health/benefits, tax) to ensure a high level of service
is provided to assignees
b) Maintains good relationships with external providers (relocation
services, tax, immigration, benefits, compensation, etc.).
c) Manages and monitors service provider performance, and escalates
any issues. Participates in provider reviews and participates in
contract renewals as required.
d) Ensures service provider bills contain sufficient detail,
clarifies ambiguous charges and ensures timely payment.
5. Acts as internal expert on International
Assignments.
a) Provides ongoing advice and consultation to hiring managers and
global HR staff relating to the International Assignment Policy,
and compensation and benefit programs for International
Assignees.
b) Keeps up to date on trends in international compensation &
benefit programs, and provides recommendations for changes to
existing programs.

Scope of Responsibility & Complexity
This position is a key member of the Kinross Human Resources team,
reporting directly to the Director, Total Rewards. This is a
critical role to the success of our International Assignment
Program, responsible for overseeing key policies and programs and
managing all processes associated with international relocations.
Work is performed independently and under limited direction,
according to broad guidelines. Problem resolution involves using
judgment to adapt and apply procedures to address and resolve
unusual problem situations. Work is complex and involves
non-routine assignments. Work may have a significant impact on the
speed and effectiveness of decision making within the
function.
Minimum Qualifications & Skill
Requirements
- University degree or diploma in Human Resources Management, or a
related discipline
- 5 - 8 years of HR experience, including specialized
experience in expatriate issues, and knowledge of international
compensation, benefits, payroll, taxation and relocation
- Able to apply broad knowledge to issues that arise, take
ownership of the issues and make recommendations for
solutions
- Strong attention to detail and strong numerical skills
- Excellent interpersonal, relationship management and
communication skills
- Strong sense of Customer Focus.
- Good understanding of other countries and cultural
differences
- Proactive rather than reactive approach
- Sense of urgency, and ability to deliver accurately to tight
deadlines
- Strong computer skills
- Able to think creatively and problem solve
Additional Qualifications & Skills
- Ability to communicate in Spanish, Portuguese and/or
Russian is considered an asset
- Experience working in the resource industry (mining, oil/gas or
power in particular) is considered an asset
